Most of the time a relay is used to activate the cruise control. If you have the owner's manual check in the relay section and it will tell you which relay and where it is located.
Sometimes if the stoplite switch is in need of adjustment it will cancel out the cruise control.

From all the descriptions you have provided, it sounds like there is a problem with the cruise on/off switch itself. If there was a bad connection or relay problem somewhere the control would not stay working when you keep the button depressed.
