Default Day time running light module

I have a 1999 buick regal when the daytime running light module is plugged in the car will not start. When I take it out the car starts and runs fine but I dont have any turn signals. Normally I wouldn't care about signals but I need them to pass MD inspection so I can get tags. I have attempted to put in other modules (I got them used at a junk yard) with no sucess. Any ideas PLEASE HELP!

So its better that you put those turn signals in your car.as you are telling you have to go for the MD inspection.
